Williams Mullen Announces Election of New Partners

Members to the Board of Directors

RICHMOND, Va. – Williams Mullen today announced the election of eight lawyers to shareholder status; Dean A. Barclay (Washington, D.C.), Michael J. Bowen (Virginia Beach, Va.), Heather E. Bridgers (Raleigh, N.C.), Michael E. Burke (Washington, D.C.), M. Bruce Harper (Virginia Beach, Va.), Monica McCarroll (Richmond, Va.), Sara B. Rafal (Virginia Beach, Va.) and John E. Russell (Charlottesville, Va.). Associates elected to the partnership are selected based on professional achievement, leadership, commitment to the community and dedication to client service.

In addition, the firm has elected Farhad Aghdami, David G. Barger and Stephen G. Test to the board of directors. Julious P. Smith, Jr., James V. Meath and R. Brian Ball have been re-elected to the board of directors.

The firm's new partners include:

Dean A. Barclay is a member of the International Section of Williams Mullen and practices out of the firm's Washington, D.C. office. His practice focuses on trade relief and customs-security issues, and his experience also includes trade policy, export compliance, other regulatory matters and civil litigation. Mr. Barclay earned his juris doctor degree, cum laude, from Washington and Lee University School of Law. He received his master of arts and doctor of philosophy degrees in English from Harvard University and his bachelor of arts degree in English, with high honors, from Haverford College.

Michael J. Bowen is a member of the Tax Section at Williams Mullen and practices out of the firm's Virginia Beach, Va. office. His practice focuses on federal, corporate, partnership, international and individual tax controversy matters. Mr. Bowen earned his law degree from the Boston University School of Law and received his bachelor of arts, magna cum laude, from the University of Rochester.

Heather E. Bridgers is a member of the Litigation Section at Williams Mullen and practices out of the firm's Raleigh, N.C. office. Her practice focuses on commercial landlord/tenant and other real estate disputes, financial services, construction claims, as well as general litigation. Ms. Bridgers received her juris doctor degree, cum laude, from the Southern Methodist University and her bachelor of arts degree from the University of Florida.

Michael E. Burke is a member of the International Section at Williams Mullen and practices out of the firm's District of Columbia office. His practice focuses on advising U.S. companies on the structure and operation of investments in Greater China. Mr. Burke received his juris doctor degree from the Georgetown University Law Center and his bachelor of science degree, cum laude, from the Georgetown University School of Foreign Service.

M. Bruce Harper is a member of the Technology, Intellectual Property and Entertainment Section at Williams Mullen and practices out of the firm's Virginia Beach, Va. office. His practice focuses on assisting clients with the evaluation of inventions and creative works, technology licensing, intellectual property protection issues including patent prosecution, research and development agreements at university and government laboratories, interinstitutional agreements, software and Internet issues, and other government contracts. Mr. Harper earned his juris doctor degree from Marshall Wythe School of Law. He earned his masters of engineering management degree from Old Dominion University and his bachelor of science in engineering degree from Duke University.

Monica McCarroll is a member of the Litigation Section at Williams Mullen and practices out of the firm's Richmond, Va. office. Her practice focuses on commercial litigation matters. Ms. McCarroll earned her juris doctor degree from the University of Virginia School of Law and her bachelor of arts degree from the College of William and Mary.

Sara B. Rafal is a member of the Labor & Employment Section at Williams Mullen. She practices out of the firm's Virginia Beach, Va. office. Her practice focuses on labor and employment law, including the representation of management in wrongful termination litigation. She earned her juris doctor degree from the University of Virginia School of Law. She received her masters degree from Tufts University and her bachelor of arts degree, magna cum laude, from the University of Pennsylvania.

John E. Russell is a member of the Real Estate and Financial Services sections at Williams Mullen and practices out of the firm's Charlottesville, Va. office. He focuses his practice on commercial real estate, finance and general business matters. He received his juris doctor degree from the University of Virginia School of Law and his bachelor of science degree from the University of Oregon.
